Outpost 10B is a captured BORG vessel being refited for Starfleet use. After being towed to the far reaches of the Alpha Quadrant by seven Galaxy Class Starships, refit is continuing. Only the vital systems were refit before leaving Federation space. Transporters will go online next, then ops and other systems will go online upon completion.
